Emily “Emmy” Flottman-Mullen is an Ohio veterans’ disability lawyer at Horenstein, Nicholson & Blumenthal (HNB) helping military veterans maximize the financial support they can receive for health impairments connected to their service.
She helps veterans seek higher disability ratings from the US Department of Veterans Affairs (VA) Board of Veterans Appeals. And she helps veterans appeal outside the VA to the federal Court of Appeals for Veterans Claims.
Emmy evaluates the disability cases of armed services veterans who come to HNB for help. She coordinates with medical providers to get their opinions tying events during military service to ongoing health limitations. She analyzes the medical records. Supporting veterans who made sacrifices to protect our country is a personal mission for Emmy, who has several family members serving in the miliary or who formerly served.
She says her grandfathers, both United States Army veterans, are two of the most influential people in her life. One grandfather, John A. Mullen, Jr., served during the Cold War and Korean War. The other, Arnold L. Flottman served in World War II.
Veterans’ disability law is changing and evolving, Emmy says, and she is proud to be a strong advocate and voice for veterans as they pursue crucial health care coverage and income support.

Emmy was admitted to practice law in 2025 in Ohio courts and the VA system after graduating from the University of Dayton School of Law. She joined HNB in 2025.
